The Baltic region was hit hard by the economic recession, with music promoters estimating a 20% loss in activity in 2008, though recently there have been signs of recovery. However, audience-spending capacity is still estimated to be less than 2/3 of the EU average. Promoters are aware of their tight margins and the impact that external costs are likely to have on the industry in the long run.

"The industry is slowly and surely getting back on track and people are spending more on tickets. The euro will not have a direct effect on ticket prices or demand, but it's likely prices will rise to cope with the rising cost of power, water, heating and staff." - Girts Krastins, Arena Riga, Latvia (Audience, Issue 164, Sept 2013)

The majority of electricity generated in Latvia comes from hydropower, accounting for the high proportion of renewables in their energy mix - however the country imports over three quarters of the energy it consumes (and the volume of national electricity generation depends on the flow rate of the Daugava river), causing concerns over energy security and generating capacity. The two cornerstones of Latvian energy policy are therefore: increase of energy security and promotion of sustainable energy.
